所给句子后半部分实际上是【独立结构】,因为没有谓语动词.用谓语动词的话,句子应该变为这样：
I met a lot of people at the party , most of 【whom were devoted to】 the charity.
这时,句子后面变成了whom 引导的非限制性定语从句.
