首先定语从句与所修饰的词不一定是紧接的,中间可以由词或者短语隔开,如同这里的of those.其次,语言是很灵活的东西,你可以限定one,当然也也可限定those rare people,这里很明显是限定one,所以要加上第三人称单数形式

先行词those rare people
believes in 第三人称单数

因为White先生是第三人称，所以belive应该用单数，加s。those rare people是先行词。后边是它的定语从句。

我觉得还是课本出了问题，现在的课本中也经常出现不该出现的错误
应该是believe in 先行词是people
